Cultural Exchange

With interdependence among nations on the increase, it has become more and more important to promote mutual understanding of such social premises as language, custom, and cultural traditions and to strengthen heart-to-heart contacts through cultural exchange.

The Council works with legislators, government agencies and officials to actively promote cross-border cultural exchanges designed to strengthen mutual understanding and promote international friendship and co-operation. In undertaking this function the Council aims to work with legislators, government officials and businesses to:

  • Promote opportunities for cross-border collaboration through the development of appropriate international working groups.
  • Facilitate the exchange of information, publications, books and other materials of mutual interest.
  • Promote official participation friendship and cultural functions on important occasions.
  • Develop opportunities for international internships and skill-exchange programmes which encourage participants to work together to solve  shared problems.
  • Strengthen educational, cultural, and professional institutions (museums, libraries, independent research institutes, and ministries of education, planning, or science and technology) in developing countries through resource and information sharing.

Cultural exchange ensures between cross-border understanding and long term problem resolution by allowing participants to expose one another to their culture, society, and people and by increasing personal connections.

Cultural exchange is essentially a two-way communications process that involves efforts  to promote a nation’s image and values among other foreign audiences as well as to try to understand the culture, values, and images of other countries and their people. Cultural  diplomacy is a means through which governments can increase respect and understanding of themselves among other countries in the world.  When a country’s culture includes universal values and interests other share, it increases the probability of obtaining its desired outcomes because of the relationship of attraction and duty that it creates.
